On 21 May 2024, the official results of the Constituent Assembly Elections held in G-111 were announced. In the elections, where 216 voters voted, 20 members of parliament were elected with a proportional majority system with a 5 per cent threshold. In the elections where 12 parties competed, 8 parties sent representatives to the parliament, while 4 parties did not pass the threshold. What is required of the Cosmopolitan Left Party?

The proportional majoritarian system, also known as the d'Hondt system, is a calculation method based on the principle of gradual division of votes. The votes received by the parties are gradually divided by the quota of candidates to be elected and the candidates with the highest number in the table are elected. 

In this context, according to the official results, the Matriarchy Rising Party (MRP), which received about 20 per cent of the votes, sent 5 deputies, while the Peoples' Protection Party (3P), which received about 15 per cent of the votes, sent 4 deputies. In addition, only two deputies were elected from the CLP, which received 22 votes. The FDP, RP, GPP and AMP will also have two deputies each. The LPP, on the other hand, won one deputy with only one point above the threshold. 

Election security problems such as bribery of election board members, sealed votes found in rubbish bins, and closed vote counting with only election board members, research assistants and one press officer present raised some questions. In other words, the fact that parties could not have observers present during the vote counting raised suspicion. Now another allegation comes from our news centre. 

Köksal, one of our reporters, was working as the press officer in charge of the Election Board on the election day. He recorded the events of that day moment by moment. Köksal said, "As Notario, we were one step ahead in terms of technological equipment and information flow in terms of counting the votes and entering them into the system. Therefore, a broadcast ban was imposed on the election results." After the official announcement of the election results, our organisation had a simulation made by entering the number of votes into its high-level software. According to these results, when the distribution is made according to d'Hondt, a seat won by the 3P should be transferred to the CLP. In this case, the number of deputies of the CLP and 3P is equalised. Köksal, who was with the Electoral Board when the votes were announced: "I saw that Dündar, who is known to be close to the Electoral Board and was present at the board when the votes were entered into the system, reacted as 'CLP should have one more seat' and then this reaction was inconclusive." This situation also confirms the results of our work. 

It is not known whether this error in the official results was a simple oversight, or whether it was intentional. It is surprising that the authorities of the Cosmopolitan Left Party did not react to this issue. However, according to the latest information from the party delegation, the party will appeal to the Council in the first session of the parliament.

Kozmopolitan Sol Parti’den Ne İsteniyor?

Nispi çoğunlukçu sistem, diğer adıyla d’Hondt sistemi, oyların kademeli olarak bölünmesi prensibine dayanan bir hesaplama yöntemidir. Partilerin aldıkları kademeli olarak seçilecek aday kotasına bölünür ve tablodaki en yüksek sayıya sahip adaylar seçilir. 

Bu bağlamda, resmî sonuçlara göre, oyların yaklaşık %20’sini alan Matriarchy Rising Party (MRP) 5 vekil gönderirken, oyların yaklaşık yüzde 15’ini alan Peoples’ Protection Party (3P) 4 vekil gönderdi. Bunu yanında, 22 oy alan CLP’den yalnızca iki vekil seçildi. FDP, RP, GPP ve AMP de ikişer vekille mecliste yer alacak. LPP ise barajın yalnızca 1 puan üstünde oy alarak bir vekil kazandı. 

Seçim sırasında Seçim Kurulu üyelerine rüşvet, çöp kutusunda bulunan mühürlü oylar gibi seçim güvenliği sorunlarının yaşanması; dahası, yalnızca seçim kurulu üyelerinin, research asistanların ve bir adet basın görevlisinin bulunabildiği kapalı oy sayımının yapılması bazı soru işaretlerini akıllara getirdi. Başka bir deyişle, partilerin oy sayımları sırasında müşahit bulunduramaması şüphe uyandırdı. Şimdi bir iddia da haber merkezimizden geliyor. 

Muhabirlerimizden Köksal, seçim günü Seçim Kurulu’ndan sorumlu basın mensubu olarak görev yapıyordu. O gün yaşananları an be an kaydetti. Köksal “Oyların sayılması, sisteme girilmesi konusunda Notario olarak hem teknolojik donanım hem de bilgi akışı açısından bir adım öndeydik. O nedenle seçim sonuçlarına yayın yasağı getirildi.” Seçim sonuçlarının resmî olarak ilan edilmesi sonrasında kurumumuz üst düzey yazılımlarına oy sayılarını girerek bir simülasyon yaptırdı. Bu bağlamda şöyle bir tablo ortaya çıktı:

Bu sonuçlara göre d’Hondt’a göre dağılım yapıldığında 3P’nin kazandığı bir koltuğun CLP’ye geçmesi gerekiyor. Bu durumda CLP ve 3P’nin vekil sayıları eşitleniyor. Oylar açıklandığında Seçim Kurulu’nun yanında olan Köksal: “Seçim Kurulu’na yakınlığıyla bilinen ve oyların sisteme girişinde de kurulda bulunan Dündar’ın ‘CLP’nin bir sandalyesi daha olmalı’ şeklinde reaksiyon verdiğini sonrasında da bu reaksiyonun sonuçsuz kaldığını gördüm.” Bu durum da yaptığımız çalışmaların sonucunu doğrular nitelikte. 

Resmî sonuçlarda görülen bu hatanın basit bir gözden kaçma mı, yoksa art niyetli mi olduğu bilinmiyor. Kozmopolitan Sol Parti yetkililerinin de bu konuda bir reaksiyon vermemesi şaşırtıcı. Ancak parti heyetinden aldığımız son bilgilere göre, parti; parlamentonun ilk oturumunda Kurul’a itiraz edecek.
